Scott Benjamin

Deputy Project Manager
Walsh/Granite JV

Scott Benjamin serves as the deputy project manager for Walsh/Granite JV, the firm leading construction for the Rapid Bridge Replacement Project. This is an $899 million public-private partnership with the Pennsylvania Department of Transportation, an initiative to replace 558 structurally deficient bridges throughout the Commonwealth of Pennsylvania.

Scott has worked in the construction industry for 15 years, including 10 years working for The Walsh Group. He’s worked on major design-build projects, including the Cleveland Innerbelt CCG1 and Whittier Bridge Replacement Project for MassDOT, totaling nearly $580 million. He’s also worked on over $220 million of PennDOT projects located in five different engineering districts.

Scott holds a Bachelor of Science degree in Civil/Environmental Engineering from Lafayette College in PA.

Joe Gill

Joe's experience reflects a unique history of leadership roles in the public and private engineering arena that gives him an intimate insight into the challenges that our clients face.

His 17 years of project experience with the Massachusetts Highway Department and Massachusetts Turnpike Authority gave him exposure to virtually every conceivable type of bridge project. He guided these projects from inception, through planning, permitting, design, construction, operation and maintenance.

As Chief Engineer of the Massachusetts Turnpike Authority, Joe was responsible for all engineering and construction, exclusive of the Central Artery Project, and for the maintenance and operation of the entire Turnpike roadway including completed portions of the CAT. As the State Bridge Engineer of Massachusetts Highway Department, Joe had overall responsibility for the design of all new bridges, the rehabilitation and repair of all State owned bridges and for the inspection and evaluation of all State and municipally owned structures.

In 2000, after a successful career in the public sector, Joe founded Gill Engineering Associates. With a focus on bridge engineering and design, Gill Engineering Associates quickly earned the respect of state transportation clients, as well as the contractor community.

As President and Chief Executive Officer of Gill Engineering Associates, Joe establishes the vision and sets the strategic direction for the firm. He incorporates his knowledge of state transportation projects into the work performed by the firm. As Principal-In-Charge, he plots the course of all projects in the office.

Joe's experience, combined with a solid technical knowledge of structural engineering theory and codes, gives him an ability as Project Manager to produce sound bridge projects that achieve client goals, comply with regulatory requirements and are constructible. The result for our clients is a project experience that progresses smoothly and methodically through all phases without surprises.

Ken Warbritton

Maintenance Liaison Engineer
MoDOT

Kenyon R. Warbritton is a professional engineer, with BS degree in Geological Engineering from the University of Missouri – Rolla. His experience spans 30 years of both public and private experience in environmental remediation, heavy civil construction, and transportation.

Notable job assignments include:

Department of Defense – Coordination of environmental issues during construction of B-2 bomber facilities at Whiteman AFB.

Jacobs Engineering Group – Project Management and landfill construction/operation at the Department of Energy’s radioactive and hazardous waste remediation project at Weldon Spring, MO.

Missouri Department of Transportation – Project Director of the Safe and Sound Bridge Improvement Project, which used a combination of a design-build and modified design-bid-build contracts to repair/replace over 800 bridges across the State of Missouri.
